DS&AEC terms of reference are:

1. The DS&AEC will keep under review diving safety in Hong Kong.
    
2. The DS&AEC will enquire into diving accidents in Hong Kong and accidents to Hong Kong residents whilst diving overseas, as far as possible.
    
3. The DS&AEC will advise the Hong Kong Government and diving clubs, professional instructors on measures which might be taken to ensure diving safety in Hong Kong and whilst diving in overseas territories.
    
4. The DS&AEC will develop and promote diving safety codes of practice and guidelines for diving operators and instructors.
    
5. The DS&AEC will seek information from recognized international associations in the field of diving safety.
